Participatory Governance at GCC

The college governance structure is charged with making recommendations on issues affecting the institution.  Subcommittees forward recommendations to standing committees. Standing committees discuss and review the recommendations prior to sending recommended actions forward to the College Executive Committee, which is chaired by the Superintendent/President, who in turn is charged with carrying the approved recommendations forward to the Board of Trustees, as appropriate.

The college recognizes the role of collective bargaining in certain aspects of policy development and implementation.
 
The college recognizes the Academic Senate's primary responsibility for making recommendations in areas of curriculum and academic standards (AB 1725), namely the Ten plus one (10+1) as defined by Administrative Regulation 4000: Mutual Gains Agreement.

There are five standing governance committees* each represent a major area of the College.  All governance subcommittees serve under the purview of one of these standing committees: College Executive, Academic Affairs, Student Affairs, Administrative Affairs, and Institutional Planning Coordination.  All governance committees report to the College Executive Committee. Actions are recorded in the monthly Governance Update. Governance committees follow the guidelines in Administrative Regulation 2511: the Governance Document.

Included in governance is the Academic Senate and its subcommittees.  Applicable items are carried forward to the Board of Trustees by the Superintendent President.

PLANNING AND REVIEW PROCESSES link to page

Planning processes are coordinated by the Institutional Planning Coordination Committee (IPCC), one of the college's standing committees that reports to the College Executive Committee. The membership of the IPCC is included in the college's blue list of committees. The committee's mission statement, agendas, minutes, and supporting documents are available at the IPCC web page.

 

GOVERNANCE AND COMMITTEES

Various committees and governing bodies bring meaningful contributions to assist in the decision making for the College.

Academic Senate - The Academic Senate's primary function is to make recommendations with respect to academic and professional matters.

Associated Students - The Associated Students of Glendale Community College (ASGCC) is the official Student Government organization that serves as the voice of the students. ASGCC advocates for the best student experience.

Board of Trustees - The Board of Trustees (Board) governs on behalf of the citizens and public interest of the Glendale Community College District and region in accordance with the authority granted and duties defined in Education Code Section 70902 and in accordance with
all other appropriate state and federal laws. It only has authority as a legal collective
entity and once the Board reaches a decision, the members act in support of the
decision (Board Policy 2200).

CSEA - Classified School Employees Association - CSEA, Chapter 76, is the union for the Classified Staff. The organization leadership appoints representatives to the various governance committees.

Glendale College Guild - The Guild, Local 2276, is the union for the Faculty.  The organization leadership appoints representatives to the various governance committees.

Governance Committees - Governance Committees are defined as those that follow the guidelines in Administrative Regulation 2511: Governance Document.  Each of the five major areas of the College are represented by a Standing Committee. Committees' purpose and membership is available on the Blue List. Subcommittees of each area report to the appropriate Standing Committee.  Actions of these committees are reported in the monthly Governance Update.
